Stakeholder consultation for Pre-COP 14 of UNFCCC

With an aim to collect suggestions from relevant stakeholders on Nepal's priorities and position for upcoming COP 14 meeting of UNFCCC,  Climate Change Network Nepal (CCNN) organized a stakeholder consultation workshop at Hotel Everest, New Baneshwor on Thursday, 13th November 2008.

A total of 40 participants from different GOs, INGOs, NGOs, and Youth Group participated in the program. The program was categorized into two sessions, presentation on the first half followed by the group discussion.

Mr. Sandeep Chamling Rai from WWF Nepal in his presentation talked about Bali action plan, status of UN Negotiation, Mitigation Building and Financial Mechanism.

Being a developing country, Nepal does not have extra room for mitigation, said Mr. Gahendra Gurung, Practical Action. Issueds on REDD at COP 14 was also presented by Dr. Kamal Baskota from ICIMOD. REDD is very important in the country like ours, said Mr. Baskota.
 
In the second half of the program three working groups were divided  as Finance & Mitigation, Adaptation and REDD. The draft of the outcomes from each group will serve as guidance for Nepalese delegates participating in the upcoming COP 14 at Pozanan, Poland.

Discussion Points Conclusion:

REDD
1. Individual countries should be allowed to decide on the timing of reference scenario, baseline criteria;
2.UNFCCC should lead in initialing and make fund available to coordinate capacity building in REDD sector;
3.World Bank FCPF initiatives should come under the field of the UNFCCC and the treaties;
4.Ensure people’s right by linking ILO and CBD with REDD
5.Expolre and Identify appropriate countries and wave with them collectively- organize a meeting of countries with participatory/community forestry
6.REDD process is too slow.

MITIGATION

National:

1.Legal instrument in place – compliance/compliment with the UNFCCC framework;
2.Priority forest carbon (REDD);
3.Calculation of Per Capita Emission- Sectrol/individual.
 

International:

1.Voluntary emission from Non G 20 countries if Annex 1 country pays;
2.Demonstrate target under forest and show the costs caused by it as a bargning tools;
3.40% global emission cut by 2020;
4.Compliance commitment by emerging economic countries like G 20 countries;
5.Mitigation should be Measurable, Reportable and Verifiable (MRV).
 

FINANCE:

1.Nepal should support aviation and maritime TAX;
2.Nepal should support AAU proposal;
3.Support all LDC position on financing;
4.Support JI/ET proposal tax;
5.Support all the Polluter Pays Principle (PPP) proposal;
6.Fund should be transparent, direct access, priorities to vulnerable countries (LDCs, SIDS and flood prone Africa), equal voting rights.

ADAPTATION:

1. Lack of vulnerability mapping;
2.Capacity Development-Research and development and demonstration;
3.Technology Transfer for Mitigation and Adaptation;
4.Call for proposals for country based adaptation understanding so that country should use adaptation fund properly;
5.Propose to set up adaptation Mechanism from central to regional in UNFCCC;
6.Funding should canalized to local communities.
